A queue cannot be directly transferred from one access license to another access license. However, fortunately the solution is very easy and straight-forward.
Please use these steps:
Use Posting, Queues in the menu.
Open the black hamburger menu of the queue and select Copy Configuration.
Complete the form (select the new access license) and click Save.
Use Posting, Bulk Post Actions, Copy Queue Posts in the menu to copy the posts from the old queue to the new queue.
Wait for the email that confirms a successful copy, and then delete the old queue.
